Welcome to Philippe Delmotte, our new Local Secretary in Belgium. Philippe is based in Hyon, Belgium, and began his journey in Craft Masonry in 2012 in Parfaite Harmonie Lodge No. 67 (Grand Orient of Belgium), where he is currently Lodge Mentor. He is a member of the Orders of Wisdom of French Modern Rite and is an active Mark Master Mason and Royal Ark Mariner, among other orders. He is also a member of QCCC and a keen Masonic researcher.
Professionally, Philippe is a Visiting Associate Clinical Lecturer at the Faculty of Movement and Rehabilitation Sciences, Université Catholique de Louvain, Belgium, and an Honorary Consultant, Department of Cardiology, Saint-Luc Academic Hospital in Brussels. He also lectures in Pharmacy and Biomedical Sciences at the Université de Mons, is a Consultant Physician in Cardiology at Ambroise Paré University, and studied Preventative Cardiovascular Medicine at the Université de Strasbourg, France and the Université Libre de Bruxelles, where he obtained his qualification as a Doctor of Medicine.

A warm welcome to Victor Serafimov, our latest Local Secretary. Victor holds a PhD in Public International Law and specialises in recognition, sovereignty and jurisdiction in decentralised institutional systems. He currently lectures in Business and International Law at the American University in Bulgaria.
Victor is a Master Mason and Orator of Lodge Vitosha, No. 121 (United Grand Lodge of Bulgaria), and his research interests cover questions of regularity and territorial jurisdiction within contemporary Freemasonry.

He was initiated into Caldwell Lodge No. 3201 and exalted into St Wendreda Chapter No. 3201. Marco studied History and Political Science at Pontificia Universidad Católica del Ecuador (PUCE) and Universidad Cristina Latinoamericana (UCL), respectively, and has worked on several research projects over the past ten years.
Marco was initiated into Luis Vargas Torres Lodge, No. 17, in 2006, and raised in Cadena de la Unión, No. 57, in 2012, becoming WM in 2018, and is a member of two other Craft Lodges and four appendant bodies. In 2018/19, he was Delegate of the Grand Master – Grand Lodge of Ecuador (Guayaquil).

Welcome to Dr Manuel Fuentes, our newest Local Secretary, who is based in Lima, Peru. Manuel is a General Physician working at the Arzobispo Loayza National Hospital in Lima. He is an Associate Member of The World Medical Association and Panamerican Trauma Society, and has a Masters and Doctorate in Public Health.

(1998), where he now serves as Secretary. He is a member of the Scottish Rite (Baton Rouge Valley) and Acacia Shrine, and has recently become involved in Royal Arch Masonry. Ross is the Founder and President of the HOREB Institute, headquartered on the bottom floor of the historic St. Albans Masonic Lodge in Jackson, Louisiana. An author and educator, he also leads educational tours of the Holy Land, sharing insights on biblical history and archaeology. Welcome to MWB Owen J Quell, our new Local Secretary for Michigan. Owen served thirty years in the US Army, retiring in 2002 as a Chief Warrant Officer IV, before working for a further two decades with the US Army Tank Armament and Automotive Command, retiring for a second time in 2021.
Owen was Initiated and Raised in 1978 in Hands Across the Main Lodge #879, Germany. He is a Past Grand Master of the American Canadian Grand Lodge (ACGL), under the United Grand Lodges of Germany and maintains membership in Mystic Tie Lodge #1032 (ACGL), Germany, and Mt. Clemens Lodge No. 6, Grand Lodge of Michigan. Owen is also a 33rd Degree Scottish Rite Mason, a member of American Military Scottish Rite Bodies, Valley of Washington DC, and is active at a senior level in other orders.
